[세계뉴스 탁병훈 기자] 4일 오후 5시 윤석열 대통령에 대한 탄핵소추안이 국회 본회의를 통과했다. 이로써 윤 대통령의 모든 권한은 정지됐으며 한덕수 국무총리가 대통령 권한대행을 맡게 됐다.
현직 대통령에 대한 탄핵안 가결은 2004년 노무현 전 대통령, 2016년 박근혜 전 대통령에 이어 2024년 윤석열 대통령이 세 번째다.
헌법재판소가 국회의 탄핵소추 청구를 인용하면 윤 대통령은 박근혜 전 대통령에 이어 임기 중 파면되는 두 번째 대통령으로 기록된다.
윤 대통령 탄핵안은 이날 오후 4시 본회의에서 재적 의원 300명 중 300명 전원이 참석한 가운데 찬성 204표, 반대 85표, 기권 3표, 무효 8표로 가결됐다.
탄핵안 가결은 재적의원의 3분의 2(200명)가 찬성해야 한다. 지난 7일 1차 탄핵안 투표에서는 국민의힘이 집단으로 표결에 불참해 정족수 미달로 투표가 불성립하여 표결이 이뤄짖 않았다. 이번은 국민의힘이 전원 표결에 참여한 2차 탄핵의 날 14일은 204명의 찬성으로 가결 정족수를 넘겼다.
범야권 192명이 탄핵 찬성 의사를 밝힌 점을 고려하면, '부결 당론'을 유지한 국민의힘에서 '찬성' 이탈표가 12표 나온 것으로 보이며, 기권 및 무효표를 더하면 도합 23명이 국민의힘에서 나온것으로 추정된다.

이번 탄핵소추안에는 '국민주권주의와 권력분립의 원칙 등 헌법과 법률을 위반한 비상계엄'이 탄핵 사유로 적시됐다.
우원식 국회의장은 윤 대통령 탄핵안 가결 직후 탄핵소추의결서를 정청래 국회 법제사법위원장에게 전달했다. 정 위원장은 탄핵소추의결서 정본과 사본을 각각 헌법재판소와 대통령실로 보냈다.
윤 대통령은 국회로부터 탄핵소추의결서를 전달받아 오후 7시 24분부터 대통령 직무가 정지됐다.

한 총리는 대통령 권한대행을 맡아 국군통수권, 외교권, 법률안 재의요구권 등 대통령 권한을 승계하게 됐다.
탄핵안 통과로 지난 3일 윤 대통령이 비상계엄을 선포한 지 11일 만에 막을 내린셈이다. 윤 대통령은 탄핵, 특검, 예산을 막으려다 자신에게 주어진 권력을 다 내주는 꼴이 됐다.
헌법재판소는 헌법에 따라 탄핵소추 의결서를 접수한 날로부터 180일 이내에 대통령 탄핵 여부를 결정해야 한다. 헌재가 국회의 탄핵소추 결정을 받아들이면 윤 대통령은 헌법에 따라 파면되고 60일 이내에 대선을 치러야 한다. 헌재가 기각할 경우 탄핵안은 즉시 파기되고 윤 대통령은 국정에 복귀할 수 있다.

국민의힘 한동훈 대표는 탄핵안 가결 관련, "오늘의 결과를 대단히 무겁게 받아들인다"며 "집권 여당 대표로서 국민과 함께 잘못을 바로잡고 헌법과 민주주의를 지키겠다"고 밝혔다.
더불어민주당 이재명 대표는 "국민 여러분이 이 나라의 주인임을 증명했다"면서 "윤석열에 대한 파면 처분이 가장 이른 시간 내 이뤄지도록 우리가 함께 싸워야 하지 않겠나"라고 말했다.
