서울시의회 환경수자원위원회 소속 이정훈 부위원장(새정연, 강동1)에 따르면 서울시 미세먼지 농도는 지난 2012년 41㎍/㎥나타냈으나, 2013년 45㎍/㎥, 2014년에는 46㎍/㎥까지 기록한 것으로 밝혀졌다. 최근 10년간 감소추세였으나 2013년부터 다시 악화되고 있는 것이다.

초미세먼지 역시 눈에 띄는 개선효과를 찾아볼 수 없는 상태였다. 2008년(26㎍/㎥)부터 2014년(24㎍/㎥)까지 불과 2㎍/㎥을 감소하는데 그쳤다. 농도변화의 추이가 환경기준(25㎍/㎥)을 어렵사리 넘나드는 형국으로, 이런 수치로는 공기질이 개선되고 있다는 평가를 내리기 어려운 수준이다.
서울시의 미세먼지 농도는 뉴욕 . 런던 . 도쿄 등 OECD 주요도시들과 비교해도 현저히 높은 수준이다. 지난 2012년 런던이 19㎍/㎥, 파리가 27㎍/㎥의 미세먼지 농도를 기록한데 반해 서울은 41㎍/㎥로 큰 격차를 보였다. 초미세먼지 역시 뉴욕과 도쿄가 14~15㎍/㎥의 낮은 농도를 유지하는 동안, 서울은 23㎍/㎥을 기록했다. 참고로, 세계보건기구(WHO)는 연간 미세먼지 농도 20㎍/㎥, 초미세먼지 농도 10㎍/㎥을 권고기준으로 정하고 있다.

서울시에서는 지난 2002년부터 수송부문에 대한 미세먼지 대책에 집중하면서 운행경유차 265,504대에 대하여 매연저감장치(DPF)부착, LPG엔진 개조, 조기폐차 등의 저공해화 사업을 추진한 바 있으며, 경유 버스 및 청소차량을 CNG차량으로 교체(10,376대)하였고, 금년도 저공해사업 예산에만 353억원, CNG 차량교체 예산으로 85억원을 편성했다.

이정훈 부위원장은“비산먼지와 생물성연소를 제외한 미세먼지의 57.3%를 차지하는 자동차 배출가스를 줄이기 위해서는 운행경유차 저공해사업도 중요하지만 공해차량의 수도권 진입제한과 별도의 환경통행료 부과 등 보다 강력한 교통수요관리 대책을 마련하여 시행할 필요가 있다”면서“'맑은 하늘 만들기 시민운동본부'를 통한 시민참여활성화와 함께 미세먼지나 초미세먼지 배출원에 대한 재검토를 통해 보다 효율적인 대책수립이 절실하다”고 강조했다.
